There's a contact compliance token in the database (a hidden license key) that can be cleared remotely from the old ShoreTel licensing server. If the HQ server has internet connectivity, 

I would sinkhole support.shoretel.com on HQ to 127.0.0.1 so you don't ever have to worry about it.

run this as admin
